Dear Editor: I didn't know whether to cry or laugh when I read that another climate change summit has been convened in Doha.

This is a particularly risky time of the year to be a pedestrian. It gets dark early and is often pitch black outside by the time many commuters hit the road for home. Rain, wind and bright headlights make spotting pedestrians very difficult.
