It's an asinine notion entirely. The bloody rich have all the breaks already, and many of them are idiot drivers.

Honest, hard-working middle-class drivers will get screwed, as usual, with this idea for violations that shouldn't even be fined. We all know speed limits are way too low in the Lower Mainland, and creating traffic congestion is the politicians' favourite tool to manage speed, so they vehemently oppose building proper multi-lane bridges and roads.
