Council has given two readings to a zoning amendment bylaw, which would allow the C-4A district to include commercial schools and business and professional offices. River Market's concept is to provide space for a school that offers college-level programs in travel and tourism, and general programs to a maximum of 80 students.

A staff report states that the market has also received inquiries about locating office space on the upper floor.
