The Liberal government introduced legislation in 2002 that made it possible for school districts to sell the B.C. curriculum overseas.. On. Sept. 6, 2002, New Westminster school district was the first in the province to create a for-profit company under the new legislation.
Operations officially start on April 1, 2003. The company started marketing and delivering education services in China.
Revenue generated by the business company was intended to financially benefit the school district in the same way that international education did.
