The City of New Westminster is holding two public open houses to provide information and get feedback on implementation of Phase 2 of its density bonus program. Density bonusing allows the city to increase the maximum allowable densities in certain zones, in exchange for amenities or affordable housing.

The open houses are taking place on Saturday, April 26 from 11 a.m. to 2 p.m. at River Market, 810 Quayside Dr., and on Wednesday, April 30 from 5 to 8 pm. at city hall, 511 Royal Ave.

Barry Waitt, the city’s senior planner, recently told council that Phase 1 of the density bonus program was introduced in 2010 and focused on low- and medium-density zoning in the entire city. Phase 2 applies to high-density residential and mixed-use zones in the downtown.

“All of the heritage sites would be excluded from the density bonus program,” said Mike Watson, planning technician. “They would be included in the density transfer program.”

A density transfer program allows donor sites to sell surplus density they can’t use to recipient sites that are able to receive the additional density.

Coun. Jonathan Cote said he’s supportive of the program, as it will ensure the city receives proper value from developments, and will provide more certainty for all involved as to what level of density is and isn’t allowed in the downtown.

Following the open houses, staff will report back to council.

Back in 2004, council asked staff to review the city's approach of securing contributions from new development to help fund the capital costs needed to provide services for a growing community.
